I use MP2359 to find that the input voltage is the same as the output voltage. The input is 9v and I want to output 3.3v, but I find that the output is also 9v. The package is 0603. Why?

Isn't R23 connected with VCC-3.3?

No connection, C23 is connected, and there is no node on the drawing.

On the PCB you have drawn, see if R23 is connected to the output port? FB can be said to be a reference point for output. You are now careful to burn the film!
